There are three ways, they all give a different reading, and they are all correct.
1- overall diameter: measure from outside edge of trim ring to outside edge of trim ring. Savage is +/- 7".
2- lens diameter: measure outside edge of glass to outside edge of glass. Savage is an oddball, and it can vary on whether the lens is original or aftermarket replacement.
3- for visor: measure from inner edge of trim ring to inner edge of trim ring. Measurement varies, no two are 100% identical.
